Overview The Judicial Council of California is accepting applications for the position of Analyst with the Criminal Justice Services office. The Criminal Justice Services office is a dynamic team of attorneys, analysts, and researchers who work together to support courts and partners in implementing programs that ensure everyone has fair and equal access to justice. The Analyst position focuses on collaborative justice courts for the Criminal Justice Services (CJS) office, specifically the implementation duties required by the passage of SB 910 establishing statewide program standards and Prop 36 creating new treatment mandated felonies. This position’s primary responsibilities include supporting the Collaborative Justice and Behavioral Health unit through their subject matter expertise, identification of training resources or developing those resources where necessary. Other job responsibilities include working with the courts and justice system partners, acting as a resource in support of committee initiatives, assisting the courts in meeting legislative requirements, and working with internal and external stakeholders to implement educational objectives. This analyst position will report to a supervising analyst. The Judicial Council The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. Responsibilities Conduct research to identify resource and training needs of courts related to Senate Bill 910 and related efforts including behavioral health programs and court responses to individuals with behavioral health needs in the criminal justice system. This includes collaborative courts, diversion, Prop 36 (the Drug and Theft Crime Penalties and Treatment-Mandated Felonies Initiative). Research current and emerging topics relevant to the intersection of behavioral health and criminal justice and identify training and educational opportunities. Strategize a variety of technical assistance delivery methods including conference calls, web-based platforms, regional meetings, and statewide events. Serve as a collaborative courts and diversion subject matter expert to support the work of CJS, including the Collaborative Justice Courts Advisory Committee and its subcommittees and working groups. Assess court readiness and needs in terms of implementation of SB 910. Based on needs identified, design and develop responsive technical assistance and education resources, including webinars, trainings, reports, and educational materials. Work with criminal justice stakeholders to identify training and educational needs in the areas of collaborative justice, behavioral health, collaborative courts, court-ordered diversion, and other criminal justice related topics. Assist the Collaborative Justice and Behavioral Health Unit team in outreach and education efforts. Minimum Qualifications Bachelor’s degree and three (3) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. Or, Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research. Or, Two (2) years as an Associate Analyst with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of an Associate Analyst in a California superior court or California state-level government entity. Desirable Qualifications Bachelor’s degree in Criminology, Sociology, Public Policy or a related field Outstanding research, analytical, and oral and written communication skills Experience researching, analyzing, and writing about criminal justice issues Experience interacting with justice system stakeholders (courts, probation departments, sheriffs and jail administrators, attorneys, and service providers) Ability to set priorities, produce high quality work product under pressure, respond with flexibility to changing program demands, and work efficiently and independently but with close supervision of final work product Ability to work cooperatively and effectively as part of a team to accomplish important goals Other Please note, if you are selected for hire, verification of employment eligibility or authorization to work in the United States will be required. Payment & Benefits Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction.
