Overview State Bar of California – Office of General Counsel (OGC) – Attorney III/Attorney IV, full-time. Base pay range: $140,123.00/yr – $231,023.00/yr. Annual salary range: $140,123 – $231,023. FLSA: Exempt / Non-Union Represented. This position allows for up to four days of remote work per week. A cover letter is required when applying to this position.

About the Office The Office of General Counsel (OGC) is the in-house counsel to the State Bar, providing a full range of services, including representation in state and federal courts, before administrative agencies, advocacy in discipline and admission matters, and providing legal advice to the State Bar Board of Trustees and all State Bar entities. OGC handles litigation, admissions and discipline, antitrust, public records, contracts, governance, labor and employment, regulations, real estate, and general corporate matters. Attorneys may work on "second-look" reviews of disciplinary complaints.
The Ideal Candidate OGC seeks an attorney with a strong litigation background in state and federal court, with public agency experience and knowledge of laws such as the California Public Records Act, Political Reform Act, Bagley-Keene Open Meeting Act, and Government Claims Act. Experience in advisory and transactional matters (including insurance-related tasks, claims reporting, contract drafting/review) is desirable. The candidate should thrive in a fast-paced environment, manage multiple projects, and provide solution-oriented advice. They should communicate complex legal concepts clearly, have strong work ethic, and be committed to public service. Collaboration within OGC and with State Bar colleagues is essential. Alignment with the State Bar’s values and mission is expected.

Responsibilities (Examples of Essential Duties) For Attorney III:
Maintain positive working relationships with Management, subject matter supervisors, and team members.
Coordinate work and may participate in training of staff.
Handle complex matters with the expectation of favorable results.
Manage litigation matters, including responses to complaints, discovery, motions, hearings, and trials.
Conduct "second look" reviews of complaints closed by the Office of Chief Trial Counsel and determine further actions as appropriate.
Interpret and apply complex laws and prepare legal documents, pleadings, memoranda, and opinions.
Prepare for and complete cases and projects of increasing complexity.
Coordinate with other attorneys, volunteers, and stakeholders.
Ensure timely preparation and completion of investigations, cases, and projects.
Inform subordinate staff about applicable law, rules, procedures, and policies.
May participate in management policy development and advise on human resources issues.
Evaluate administrative problems and propose solutions or alternatives.
Provide substantive guidance to lower-level attorneys and oversee non-attorney staff as needed.
For Attorney IV:
Apply innovative theories and provide expertise in a specialized area of law.
Guide attorneys/staff in researching and applying complex legal principles.
Develop and deliver training in areas of expertise.
Handle highly complex matters and litigation with favorable results expectations.
Conduct "second look" reviews of complaints and recommend actions as needed.
Study and apply highly complex legal authorities; prepare advanced legal documents and materials.
Develop strategies for assigned cases, including litigation planning.
Coordinate with attorneys, staff, volunteers, and stakeholders on assignments.
Ensure timely preparation, presentation, and completion of investigations and projects.
Inform staff about applicable laws, rules, procedures, and policies.
Take a principal role in policy formulation and human resources counseling.
Evaluate procedures and develop solutions or alternatives; perform other duties as assigned.
Minimum Qualifications Attorney III
Education:
Juris Doctorate Degree from an accredited law school.
Experience:
Minimum of four (4) years progressively responsible experience in litigation and/or legal advice demonstrating the knowledge and skills for this position.
Demonstrated integrity with no history of disciplinary offenses.
License/Certification:
Active member in good standing of the State Bar of California.
Attorney IV
Education:
Juris Doctorate Degree from an accredited law school.
Experience:
Minimum of five (5) years progressively responsible experience in litigation and/or legal advice.
Demonstrated integrity with no history of disciplinary offenses.
License/Certification:
Active member in good standing of the State Bar of California.
