This position ensures that review reports are accurate, timely, and reflect each grant recipient’s performance in alignment with the Head Start Program Performance Standards (HSPPS). In addition to overseeing review teams and workflows, the Team Lead contributes to the continual improvement of the Office of Head Start Monitoring System by identifying systemic trends and recommending enhancements. This role directly supports grant recipients by ensuring reviews are conducted fairly, consistently, and with clarity—empowering programs to use monitoring data as a tool for continuous improvement and compliance. The Team Lead also brings subject matter expertise, analytical insight, and strategic thinking to the monitoring process, while fostering collaboration and professional development within review teams. How You Contribute to the Team: Liaison and Collaboration Lead and collaborate with diverse teams to conduct monitoring reviews and ensure alignment with Head Start monitoring goals. Participate in work groups and projects that shape the future direction of the OHS monitoring system and tools. Maintain up-to-date knowledge of federal, state, and local early childhood education (ECE) policies and initiatives. Respond to inquiries from grant recipients and federal partners, including the Office of the Inspector General (OIG), regarding compliance data and monitoring activities. Communicate clearly and collaboratively with stakeholders to support review activities and continuous improvement. Technical Assistance and Subject Matter Expertise Apply expert knowledge of HSPPS, CLASS methodology, and federal compliance requirements to guide review activities; analyze and interpret federal and state regulations aligned with monitoring priorities. Provide technical guidance and constructive feedback to peers and reviewers to ensure consistency and quality; provide guidance to OHS Regional Offices and TTA (Training & Technical Assistance) staff, as requested. Participate in and deliver training on HSPPS and related regulations to support monitoring readiness. Provide training to groups of grant recipients at regional and state events, as directed by the Regional Office. Deliver direct technical assistance and support to individual grant recipients as requested by the Regional Office. Data Analysis and Reporting Oversee the collection, analysis, and reporting of data from on-site and off-site monitoring reviews. Utilize monitoring tools (e.g., IT-AMS) to identify trends, inconsistencies, and areas for improvement in program performance. Develop clear, evidence-based narrative reports and summaries for federal audiences. Research and integrate data from multiple sources to inform strategic monitoring decisions. Identify and communicate emerging trends impacting Head Start grantees to inform decision-making and program improvement. Strategic Support Demonstrate a commitment to continuous improvement, ethical standards, and system enhancement within federal monitoring environments. Understand organizational systems and change management to support long-term monitoring goals and performance improvement. Contribute to and support emerging OHS initiatives and national priorities related to parent, family, and community engagement. Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives. Education and Experience Requirements: Bachelor’s degree and minimum of 6 years’ experience in early childhood education, public administration, social work, or a related field; advanced degrees (e.g., M.Ed., MPA, MSW) a plus, but not required Minimum of 3 years of management related experience in Head Start or Early Head Start programs at local and/or state levels. Minimum of 2 years of experience leading or managing teams in a monitoring, compliance, or program evaluation context desired Prior experience conducting federal or large-scale monitoring reviews, including foundational, comprehensive, and CLASS reviews desired. Technical and Analytical Skills Strong command of Head Start Program Performance Standards (HSPPS), CLASS methodology, and federal compliance requirements Must understand organizational change and systems required to monitor organizational performance and health Ability to understand organizational functions from a broad perspective, including organizational structure and operations, fiscal management and leadership. Proficiency in using monitoring tools, especially IT-AMS or similar monitoring/reporting platforms. Excellent analytical skills, with the ability to identify trends and inconsistencies in program performance data. Communication and Interpersonal Skills Exceptional written communication skills, including experience drafting formal narrative reports and summaries for federal audiences that support evidence collected and document findings. Strong ability to lead and communicate clearly and collaboratively with diverse teams, grant recipients and other stakeholders. Ability to provide constructive feedback, coaching, and mentoring to peers and reviewers. There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align with the specified role, geographic location, education as well as contract provisions regarding labor categories that are specific to the position. The starting salary range for this position is intentionally broad, as we are hiring multiple roles that span various levels of experience and responsibility. BCT offers a competitive total compensation package that, for this position, includes a base salary between $80,000 and $100,000 along with a generous benefits package. BCT’s benefits include partially subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy. This is a remote position located in the fifty United States or Washington, DC., and Review Team Leads must travel to the assigned sites as scheduled. This Project: Head Start (HS) is a national program that provides comprehensive child development services, primarily to low-income children and their families, and includes Early Head Start (EHS), Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs. The Head Start program is administered by the Office of Head Start (OHS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS). The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations. This project is responsible for the monitor review scheduling, team deployment and management, travel planning and logistics, content area expertise, conducting reviews and monitoring report drafting.
