Overview The Minnesota Department of Veterans Affairs (MDVA) is seeking an experienced and visionary Chief Financial Officer (CFO) to provide strategic financial leadership and oversight for the agency’s $400M+ biennial budget. As head of the Financial Management Division, the CFO will direct all aspects of budgeting, financial reporting, accounting operations, grants and contracts, and capital improvement funding. This executive role serves as a trusted advisor to the Commissioner, Chief of Staff, and senior leadership, ensuring that financial strategies align with agency priorities and legislative mandates. The CFO will lead a high-performing finance team, foster collaborative relationships with state partners and external stakeholders, and translate complex financial data into clear, actionable insights.
The work requires a strategic thinker and collaborative leader who can translate complex financial data into actionable insights and drive organizational excellence in service to Minnesota’s veterans and their families.
Key Responsibilities Agency Operating Budgets: Oversee preparation, monitoring, and reporting of biennial and supplemental budgets, including the agency operating budget for 12 outstate facilities.
Financial Reporting & Analysis: Ensure timely financial statements, fiscal analyses, and capital asset management.
Transaction Processing: Supervise payroll, accounts payable, accounts receivable, purchasing, and encumbrance workflows.
Contract & Grant Management: Direct financial aspects of contract negotiations, grant agreements, and compliance.
Capital Improvement & Legislative Support: Lead capital project budgeting, fiscal note development, and legislative testimony and reporting.
This position requires on-site presence at 20 W 12th Street, St. Paul, at least 50% of the time, with some opportunity for telework.
Minimum Qualifications Five (5) years of experience in financial management, including leadership or supervisory/managerial experience
Experience building, mentoring, and leading finance teams
Track record overseeing operating and capital/financial budgets
Experience in budgeting, financial reporting, transaction processing, payroll, accounts payable/receivable, and capital asset management
Knowledge of governmental accounting standards (GAAP) and internal control frameworks
Knowledge of financial forecasting and budgeting methods
Strong communication and presentation skills for executives and stakeholders
Preferred Qualifications Experience with SWIFT, BPAS, Power BI, MS Access
CPA, CGFM, or similar certification
Experience directing contract and grant financials, negotiations, compliance, reporting, and audit coordination
Experience providing legislative support, including fiscal notes and testimony
Experience with state finance statutes
Bachelor’s or master’s degree in accounting, finance, business administration, or closely related field
Additional Requirements Employment reference checks may be conducted on finalists
