Job Duties :
The City of Virginia Beach, Department of Human Services (DHS) is dedicated to providing residents with opportunities to achieve self-sufficiency, safety, and a high quality of life through coordinated services. Financial operations and management are crucial for delivering quality services.
The department seeks an experienced Chief Financial Officer to join the Human Services Executive Leadership Team. The ideal candidate will have extensive budgeting, financial analysis, and forecasting experience, overseeing financial functions across Social Services, Behavioral Health, Developmental Services, and administrative divisions.
A remote hybrid work schedule may be available after onboarding.
Responsibilities include but are not limited to :
Oversee the Business Administration Division, including supervision, mentoring, staff development, and evaluation. Provide training, team building, and foster collaboration among staff.
Lead departmental financial functions such as accounts payable, reimbursements, grants management, data analysis, reporting, and vendor contracting.
Coordinate responses to City Finance requests and conduct financial and programmatic audits.
Ensure compliance with internal controls, GAAP, and regulations from DBHDS, VDSS, and CSA.
Prepare and manage the department's operating and multi-year budgets, respond to the Office of Budget and Management, present financial reports to the Executive Leadership Team, and prepare City Council budget items.
Develop a strategic plan for the Business Administration Division aligned with departmental goals.
Review and develop vendor contracts, participate in RFP processes.
Act as CSA Fiscal Agent, supervise CSA Accountant, and oversee Medicaid and reimbursement reports.
Participate in leadership meetings, retreats, and City Council meetings as required.

Working Conditions :
Minimum Requirements :
Bachelor's degree in accounting or related field with seven (7) years of relevant experience, including three (3) years in a supervisory role, or an equivalent combination of education and experience totaling eleven (11) years in relevant fields. Must hold a valid driver's license.
SPECIAL REQUIREMENTS : Employees may be required to work beyond normal hours during department needs or emergencies.

Preferences :
- Bachelor’s degree in Accounting, Business, Finance, or Public Administration
- Master’s degree in Public Administration or Business
- At least 10 years of management experience in finance or business operations
- At least 5 years of budget development and forecasting experience
- At least 5 years of producing and presenting financial reports
- 3 years of governmental or fund accounting experience
- Experience in public service or public health environments
- Personnel management experience including performance reviews and coaching.
