Responsibilities
The Financial Planning Analyst (FPA) provides budget and financial support during the biennial budget, capital budget, and legislative session, including budgets, change items, federal funds summary, grants funding detail, departmental earnings, and fiscal notes development. The position develops and maintains the DEED accounting structure and works with program areas to develop and enter budget information into the Statewide Integrated Financial Tool (SWIFT) throughout the fiscal year. The FPA assists with the development of annual operational budgets for assigned program areas and the generation of budget-to-actual variance reporting and other federal reporting.
The FPA provides high-level technical expertise and oversight to program areas for credible and consistent financial management for DEED. This includes cost allocations, knowledge of state and federal financial requirements affecting program areas, and serving as a resource for uniform guidance on administrative requirements, cost principles, and audit requirements as they relate to DEED. The position also provides financial oversight and information on grants/programs and qualitative/quantitative performance indicators/outcomes. This position will be based out of the St. Paul office. Telework is eligible with equipment provided; policy may change with notice based on business needs.
Minimum qualifications
Three (3) years of experience in accounting or finance within the last ten (10) years.
Bachelor's degree in Finance, Accounting, Business Administration, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months; PhD substitutes for twenty-four (24) months.
Applicants evaluation
Applicants who meet the minimum qualifications will be evaluated on:
Experience using a large, complex Enterprise Resource Planning (ERP) system such as Oracle, PeopleSoft, IBM, Hyperion, CGI.
Experience performing financial planning, budget development, forecasting and/or analysis.
Experience creating, analyzing, and presenting detailed financial reports to varied audiences.
Strong communication skills to interact and build partnerships with all levels of agency management, staff, and customers.
Experience with Microsoft Office products such as Word and Excel.
Preferred qualifications
Bachelor's degree or advanced degree in Finance, Accounting, Business Administration or related field.
Experience with Minnesota’s enterprise systems and tools (SWIFT, SEMA4, AMA, BPAS, CBS, FNTS).
Experience with GAAP for government and interpreting finance-related state and federal laws and regulations.
Experience with indirect cost plans, rate setting, and/or cost allocations/cost sharing.
Advanced Excel skills (pivot tables, VLOOKUP).
Experience working with diverse teams and cultural responsiveness.
Additional requirements
