Overview
The Financial Planning Analyst (FPA) provides budget and financial support during the biennial budget, capital budget and legislative session, including budgets, change items, federal funds summary, grants funding detail, departmental earnings, and fiscal notes development. The position develops and maintains DEED accounting structure and works with program areas to develop and enter budget information into the Statewide Integrated Financial Tool (SWIFT) throughout the fiscal year. The FPA assists with the development of annual operational budgets for assigned program areas and in the generation of financial budget to actual variance reporting and other federal reporting. The FPA provides high-level technical expertise and oversight to the program areas for credible and consistent financial management for DEED, including cost allocations, knowledge of state and federal financial requirements, and guidance on administrative requirements, cost principles, and audit requirements as it relates to DEED. This position also provides financial oversight and information/outcomes about grants/programs, and qualitative/quantitative performance indicators/outcomes. This position will be based out of the St. Paul office. This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. The telework policy could change with notice based on business needs.
Responsibilities
Provide budget and financial support during biennial budget, capital budget, and legislative sessions.
Develop and maintain DEED accounting structure; enter budget information into SWIFT.
Assist with annual operational budgets and budget-to-actual variance reporting; support federal reporting.
Offer high-level financial expertise to program areas on cost allocations, federal/state requirements, and audit guidance.
Provide financial oversight and performance data for grants/programs.
Communicate financial information to program management and stakeholders.
Qualifications
Minimum Qualifications
Three (3) years of experience in accounting or finance within the last ten (10) years.
Bachelor's degree in Finance, Accounting, Business Administration, or related field (substitution: 1 year experience); master's substitutes 18 months; PhD substitutes 24 months.
Applicants will be evaluated on:
Experience with large ERP systems (e.g., Oracle, PeopleSoft, IBM, Hyperion, CGI).
Experience in financial planning, budget development, forecasting, and/or analysis.
Experience creating/analyzing/presenting detailed financial reports to varied audiences.
Strong communication skills for partnering with agency management, staff, and customers.
Experience with Microsoft Word and Excel.
Preferred Qualifications
Bachelor’s or advanced degree in Finance, Accounting, Business Administration, or related field.
Experience with Minnesota’s enterprise systems and tools (SWIFT, SEMA4, AMA, BPAS, CBS, FNTS).
GAAP for government; interpreting finance-related state and federal regulations.
Experience with indirect cost plans, rate setting, and/or cost allocations.
Advanced Excel skills (pivot tables, VLOOKUP).
Commitment to cultural responsiveness and working with diverse teams.
Other Requirements
Background check required (criminal, employment history, reference, conflicts of interest, driver’s license).
