HR Partner (7596U), Berkeley Regional Services Organization: Inside Higher Ed | University of California, Berkeley
Join UC Berkeley as an HR Partner in the Berkeley Regional Services (BRS) team. This role focuses on managing client relationships, coordinating HR service delivery, and partnering with BRS HR/APS and campus partners to implement best practices in HR operations.
Position Summary This position is responsible for managing client relationships and facilitating effective service delivery to administrative, business, or academic units on campus. Serves as a business partner and liaison between clients and BRS HR/APS. Ensures the efficient flow of information and coordinates activities to best serve client needs in a timely manner. Works with BRS HR Leadership and AP/HR Process Improvement teams to implement best practices and drive continuous service improvements. Responsibilities include developing, administering, coordinating, and evaluating HR policies, labor contracts, statutes, programs and procedures across areas such as recruitment, compensation, employee relations, labor relations, training, visa procurement, and related services.
Responsibilities
Counsels department managers and supervisors on employee and labor policies, procedures, and practices regarding performance management, recruiting, onboarding, compensation/classification, disability, training, and other HR areas.
Provide accurate and timely guidance to ensure policy adherence and effective people management.
Manage a diverse and complex client allocation across academic and staff titles; address HR needs of these groups across departments/units.
Manage the recruitment lifecycle for a diverse range of staff and academic positions, including consulting on job titles/classifications and ensuring alignment with UC Berkeley standards.
Collaborate with central HR teams and campus partners to ensure a smooth, compliant, and efficient hiring process; ensure timely submission of recruitment requests and HR actions using UCPath, AP Recruit, and related systems.
Maintain adherence to UC Berkeley policies, collective bargaining agreements, and applicable laws; provide guidance on compensation programs and equity considerations.
Manage complex employee relations cases with consultation from ELR and APO; counsel employees on sensitive work-related issues.
Partner with departments and labs on reorganizations and staffing plans; collaborate with Research Administrators to ensure funding and sustainable decisions.
Ensure accuracy and integrity of employee data in UCPath and other HR systems; proactively audit records and generate reports (e.g., Cognos, CalAnswers) to support decision-making.
Support special projects and continuous improvement efforts; prioritize and manage a dynamic workload; escalate complex cases to leadership as needed.
Advise managers and employees on professional development opportunities and connect them with UC Berkeley People and Organizational teams as needed.
Required Qualifications
Strong analytical skills with the ability to analyze data, develop recommendations, and solve problems.
Thorough knowledge of HR concepts, policies, and procedures, including employment practices, labor relations, and compensation.
Experience with HRMS and related software; strong communication skills (verbal and written).
Ability to handle difficult or volatile situations with professionalism.
Analytical, active listening, and critical thinking abilities.
Bachelor's degree in a related field or equivalent experience.
Salary & Benefits The position offers a budgeted annual salary range of $85,000.00 – $94,000.00. This is an exempt, monthly-paid position. Information on UC Berkeley benefits can be found on the University’s Compensation & Benefits site.
