*Note: This position is pending award and selection therefore is contingent in nature. This effort is estimated to be awarded mid-August with start dates ranging from mid-September to early October.
RCS is seeking an IT Finance Subject Matter Expert to support Enterprise Technology Governance (ETG) with at least ten (10+) years of experience leading complex federal IT governance efforts, including capital planning, strategic planning, investment management, and enterprise-level reporting. The candidate will be responsible for managing a high-performing team delivering critical support across IT policy and planning functions, collaborating with senior federal leadership, and ensuring compliance with evolving federal IT directives. Must be able to work independently and collaboratively in a fast-paced, performance-driven environment.
This position requires the candidate to meet specific Security Clearance obligations to work onsite in Washington, DC with the potential for remote and/or hybrid. Relocation assistance is not available.
What you will do:
Lead and manage a team delivering strategic and operational support across Treasury OCIOs IT governance programs.
Oversee the development and coordination of strategic plans, investment reports, and portfolio assessments.
Manage the creation and submission of budget exhibits, including the Agency IT Portfolio Summary and Business Case Detail.
Collaborate with federal stakeholders to support implementation of enterprise IT policy and governance initiatives.
Provide senior-level advisory and facilitation support for internal reviews and executive reporting.
Monitor and ensure compliance with OMB guidance and Treasury directives related to capital planning, TBM, and FITARA.
Support knowledge management and continuous process improvement across planning and governance functions.
Required Qualifications/Education:
Clearance: Active Public Trust Tier4 security clearance or the ability to obtain, particularly within the Department of the Treasury. Treasury badge strongly preferred.
Minimum of ten (10+) years of federal consulting experience in enterprise IT governance, investment management, or IT capital planning.
Demonstrated experience leading the development of IT portfolio analysis, budget exhibits, and strategic IT documentation.
Deep understanding of federal IT governance policies, including OMB Circular A-11, CPIC, TBM, and FITARA.
Strong project management, communication, and stakeholder engagement skills
Proficient in Microsoft Office Suite, SharePoint, and IT portfolio management tools.
