Mindbank Consulting Group is seeking a remote (within DC area) Marketplace Agent Broker Analyst to support the operations and strategic advancement of the Federally Facilitated Exchange (FFE) agent and broker program. This is a direct hire opportunity, and our client offers terrific benefits. The salary range is $110K - $130K and is based on each candidate's professional experience and skills. Candidates must reside within commuting distance of Washington, DC/Baltimore, MD area.
This role serves as a critical subject matter expert (SME) in agent and broker operations, bringing together health insurance policy expertise, operational efficiency, and data-driven analysis to shape and enhance the agent/broker experience in the Federal Exchange (Marketplace). You will act as the central source of knowledge regarding FFE agent and broker processes, including Enhanced Direct Enrollment (EDE), certification pathways, and compliance. This role provides a unique opportunity to shape the future of health insurance delivery by strengthening the infrastructure and strategy behind the nation s most visible healthcare marketplace. You will work alongside a team of policy, operations, and technology professionals supporting CMS.
You are expected to analyze performance data, draft policy recommendations and executive reports, and collaborate with technical teams to ensure that operational and policy objectives are fully supported by data and technology solutions.
Responsibilities:
Serve as the primary SME on FFE agent and broker operations, including EDE certification requirements, training processes, and applicable laws and regulations. Analyze and interpret agent and broker performance data, identify key performance indicators (KPIs), and recommend data-driven improvements. Prepare high-quality, executive-level reports and position papers to support strategic decisions. Collaborate with technical teams to design and implement tools and technologies that enhance the agent and broker experience. Monitor FFE policy and regulatory changes and provide actionable compliance guidance. Support process improvement and risk mitigation efforts with operational modeling and analytical insight. Translate business needs into requirements for IT development and innovation efforts.
Minimum Requirements:
U.S. Citizen or U.S. Permanent Resident able to pass a U.S. Government Public Trust Background Investigation. Bachelor s degree in Business Administration, Health Policy, Data Science, or a related field. Minimum of 7 years of relevant experience in healthcare or insurance with a focus on agent/broker operations or marketplace programs. At least 5 years of experience participating in the FFE. Deep knowledge of agent and broker operations within the FFE, including EDE and certification requirements. Proven ability to analyze and interpret agent/broker performance metrics and large data sets. Experience drafting executive reports, position papers, and policy documents. Excellent written and verbal communication skills with the ability to influence diverse audiences. Strong collaboration and problem-solving skills; ability to work with technical and non-technical teams. Demonstrated ability to educate and train others on the agent/broker pathway in the FFE, including certification processes, compliance requirements, operational best practices, and applicable laws and regulations. Detail-oriented, with strong documentation practices. Preferred: CBAP, PMI-PBA, or other business analysis or process improvement certifications.
