POSITION: Chief Financial Officer
SALARY: $63.69-$86.06, per hour DOE
REPORTS TO: Omak Health Center Executive Director
LOCATION: Reservation Wide/Hybrid work
Basic Functions: This is an exempt position. The Chief Financial Officer is accountable for the administrative, financial, and risk management operations of the Confederate Tribes of the Colville Reservation’s Health Care Delivery System, to include the development of a financial and operational strategy, metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve Tribal assets and report accurate financial results. Participates in the Tribe’s 638 self-determination process, contributing to the creation of AFA and scope of work with IHS, the assumption of finances from IHS, and the development of policies and procedures. This position is expected to encompass oversight of the Colville Tribal Health Authority Accounting Department in the future.
Minimum Qualifications
Education and Training:
Typically requires a Master’s degree in business or public administration and over six years of progressively responsible experience in healthcare financial management and oversight of business services. A CPA Certificate is desirable. Requires a valid driver’s license.

Requires advanced specialized knowledge of accounting and modern business management for Health Care systems, including the principles and practices associated with integrating unique business functions. Requires advanced-specialized professional knowledge of the theory, principles, and procedures of accounting, auditing and finance for Healthcare. Requires in-depth knowledge of the principles and procedures used in budget preparation, accounting administration, and development of internal control. Requires professional knowledge of the principles and techniques used in financial analysis and research. Requires in-depth knowledge of the role of information technology in healthcare, and of integrated data management and storage systems used for storing and retrieving information. Requires in-depth knowledge of the external audit process. Requires considerable knowledge of the laws and regulations governing financial transactions and funding and finance. Requires working knowledge of business services such as facilities and maintenance, purchasing, and construction management. Requires skill at solving complex problems that involve consideration of tradeoffs, risks, and effects on services and people. Requires advanced math skills to read and interpret financial statements, perform risk-return analysis, and prepare financial and statistical reports. Requires advanced language and human relation skills to prepare complex and decisive reports, prepare and deliver formal presentations to large and diverse audiences, and to build productive and effective work teams. Requires the ability to carry out the duties of the position and accomplish its objectives. Requires the ability to integrate a variety of support functions. Requires the ability to organize, train, direct, and motivate staff to achieve high levels of productivity. Requires the ability to optimize financial performance and seek outside funding resources. Requires the ability to make formal presentations to large, diverse, public audiences. Requires the ability to perform long range financial forecasting. Requires the ability to solve complex problems requiring consideration of short and long range implications, trade-offs and risks. Requires the ability to conduct complex analyses of accounting systems, financial reports, business opportunities such as grants and capital projects, and on-going operations. Requires the ability to convert financial information and outcomes into reports of findings and fiscal condition. Requires the ability to plan, organize and prioritize complex and technical work processes in order to meet schedules and timelines. Requires the ability to work cooperatively and productively with others. Requires ambulatory ability to sit for extended periods of time and locate to multiple locations. Requires sufficient manual dexterity to use a computer keyboard and 10-keypad. Requires sufficient visual acuity to recognize printed materials and notice non-verbal behavior. Requires auditory ability to hear and respond to in-person and phone conversations, and give presentations to large audiences.
Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.

If required of this position, you must possess and maintain a valid Washington State driver’s license and be eligible for the Tribes’ Vehicle Insurance. In addition, this position may be subject to pre-employment background clearances. If applicable, these clearances must be maintained throughout employment.
