Salary Range: $135,000.00 - $150,000.00 Annually

The Portfolio Management Lead will oversee the management and execution, ensuring alignment with the mission and strategic objectives of the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), and the Office of Asset and Facilities Management (OAFM). The position requires a seasoned professional with extensive experience in program and portfolio management, asset and facilities management, and federal real property investment strategies.
Core Responsibilities:
• Program Leadership: Serve as the primary point of contact for ICE/OAFM/FMD leadership and program support staff, managing daily operations and ensuring strategic alignment.
• Portfolio Management: Lead the development and execution of the 5-Year real property facility investment plan, including budget planning, priority setting, and performance monitoring.
• Project Execution & Oversight: Supervise major project planning and execution, ensuring adherence to industry standards, budget constraints, and mission requirements.
• Data-Driven Decision Making: Support ICE’s transition to a data-driven asset management organization by leveraging analytics and reporting to improve real property investment strategies.
• Strategic Planning & Risk Mitigation: Assess operational risks, forecast facility needs, and recommend cost-effective solutions to support ICE’s real property goals.
• Stakeholder Engagement: Collaborate with internal and external partners, including General Services Administration (GSA), Department of Homeland Security (DHS), and other federal agencies, to coordinate real estate and facility management efforts.
• Performance Monitoring: Implement key performance indicators (KPIs) and reporting mechanisms to assess the efficiency of real property utilization, facility projects, and customer service excellence.
• Regulatory Compliance: Ensure adherence to DHS and ICE policies, federal regulations, and industry best practices related to facility and asset management.
• Supervision & Team Leadership: Provide direction and oversight to portfolio managers, space management specialists, and financial analysts, ensuring optimal team performance and professional development.
Requirements for Candidate:
• Bachelor’s degree in Engineering, Architecture, Facilities Management, or a related field.
• Project Management Professional (PMP) certification from the Project Management Institute (PMI), or equivalent (e.g., Professional Engineer (PE) license or Architectural Registration).
• 10+ years of Supervisory experience managing programs/projects in portfolio management, facilities, or asset management.
• 7+ years of experience in federal asset and facilities management.
• 5+ years managing complex facility projects, budgets, and processes.
• 3+ years working with advanced data analytics tools for real property and project management.
Other Requirements:
• Proficiency in Real Property Management Systems (RPMS) and other government-tracking tools.
• Strong knowledge of federal real property policies, GSA leasing procedures, and ICE’s mission requirements.
• Must be available for urgent issues with a one-hour response time during business hours.
• May be required to work weekends or after hours in case of a project-related emergency.
• Must be able to pass background investigations including a FBI fingerprint check and a National Agency Check with Inquires (NACI) adjudication.
• Must be able to obtain and maintain DHS Public Trust clearance.
