Position Summary & Key Responsibilities
As a Program Manager, you'll lead a multi-project effort supporting training development for FEMA. To be successful in this role, you'll need to excel in four key areas:
Project Management : Lead a complex program area to produce high-quality results based on contractual requirements, balancing a healthy timeline, budget, and team environment
Client Relationship Management : Build trusting relationships with clients to align solutions with their needs, establish a collaborative team culture, and cultivate longer-term opportunities for new business
Subject-Matter Expertise : Provide expert-level Federal emergency management and training insights to enhance service quality and create compelling solutions for FEMA
Leadership and Culture : Manage a team of 20+ people from CONSTANT and multiple partner companies; mentor project team members by setting clear expectations, providing key tools, and ensuring 360-degree feedback that is timely, candid, and supportive

Must-Have Qualifications
Bachelor's degree
12+ years of progressive consulting, emergency management, and/or professional service delivery experience; a Master's degree may substitute for 4 years of experience
3+ years of experience managing people
Disaster response experience with FEMA or another emergency management agency; familiarity with the FEMA Qualification System
Demonstrated success managing projects, including budgets, risk mitigation, resource allocation, QA/QC, and effective delegation
Excellent communication, writing, large group presentation, and facilitation skills
Training / instructional systems design experience
Proficiency in MS 365 suite
Ability to commute to the client site in Washington, DC when needed; primary job location will be flexible
Ability to travel approximately 20%, if needed
Ability to pass Federal background investigations
Nice-To-Have Qualifications
Experience managing people who manage others
Fluency with eLearning tools
Success leading experts in technology development and implementing technology solutions across a large team
Project Management Professional (PMP) certification
Certified Emergency Manager (CEM) certification
