Overview The Research, Analytics, and Data office is accepting applications for a Senior Research Analyst to join the Statistics and Information unit. This position provides policy, research, and administrative support to the Judicial Branch Statistical Information System (JBSIS) Subcommittee of the Court Executives Advisory Committee (CEAC). JBSIS is a reporting system that defines and collects summary information for each major case processing area of the Superior Court of California. Serving as the lead staff to the JBSIS Subcommittee, the Senior Analyst is responsible for developing annual agendas and work plans for CEAC, offering analytical and policy expertise related to JBSIS, and serving as a primary point of contact for courts on data definitions and reporting inquiries.
This role involves comprehensive project management, including collaboration with internal IT teams and subject matter experts, coordination with lead staff of other committees affected by JBSIS updates, communication of system changes to court administrators, liaising with case management system vendors on the implementation of data reporting rules, and delivering reports and presentations to the Judicial Council, CEAC, and other advisory bodies. As a core JBSIS product owner, the Senior Research Analyst is responsible for platform data governance, managing resources posted on the reporting website, and internal consulting on the use of this data for branch policy making and reporting requirements.
The successful candidate will lead complex, high-profile research projects with significant statewide impact, and must be able to work independently with limited supervision.
Responsibilities Lead the JBSIS Subcommittee staff support by developing annual agendas and work plans for CEAC.
Provide analytical and policy expertise related to JBSIS and act as a primary point of contact for courts on data definitions and reporting inquiries.
Manage projects involving collaboration with internal IT teams, subject matter experts, and other committees affected by JBSIS updates.
Communicate system changes to court administrators and liaise with case management system vendors on data reporting rules.
Deliver reports and presentations to the Judicial Council, CEAC, and other advisory bodies.
Oversee platform data governance and manage resources posted on the JBSIS reporting website.
Provide internal consulting on the use of JBSIS data for branch policy making and reporting requirements.
Qualifications Required:
Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.
Possession of a bachelor’s degree in a directly related field may substitute for one year of required experience. An additional four (4) years of professional experience may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
Or a Master’s degree in a directly related field with qualitative and quantitative research and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
Or one (1) year in the Analyst classification with the Judicial Council of California or comparable duties in a California superior court or state government entity.

Knowledge of court case processing
Prior government work experience
Data literacy and knowledge of data governance concepts
Experience with SharePoint and Drupal
