The Maryland Insurance Administration (MIA) is
an independent State agency that regulates Maryland’s $46 billion insurance
industry and protects consumers by monitoring and enforcing insurers’ and insurance
professionals’ compliance with State law. Through the diligence of a
highly professional staff of market analysts, financial analysts, accountants,
lawyers, law enforcement officers, actuaries, complaint investigators, and
others, the MIA works to facilitate a strong and competitive insurance
marketplace where consumers are well informed and treated fairly. Staff
members are subject matter experts who serve as a resource for lawmakers,
consumers, and other public and private entities.
The MIA is charged with a broad range of
responsibilities including the licensure of insurance carriers and insurance
producers (brokers/agents) operating in Maryland, the conduct of financial
examinations of companies to monitor financial solvency, and the review and
approval of rates and contract forms. The MIA investigates reports of consumer
fraud and consumer complaints about life, health, automobile, homeowners,
and/or property insurance. Insurance carriers are subject to market
conduct examinations and other actions to monitor compliance with Maryland
law. The MIA also has a unit dedicated to consumer education and
outreach, which participates in hundreds of events and reaches thousands of
individual consumers annually.

POSITION DUTIES
The Maryland Insurance
Administration is recruiting to fill a Chief Data Officer (CDO) in the Office
of the Commissioner at the Maryland Insurance Administration (MIA). The CDO
serves as a primary data advisor on analysis, improvement, governance, and
oversight to the Commissioner on agency-wide data issues, and plays a key role
in ensuring the execution of the data agenda for the Commissioner and leading
data governance at the MIA. The incumbent will provide executive leadership in
the following areas: Strategy and Planning, Policy & Governance; Quality
Assurance and Lifecycle Management; Security & Privacy; and External and
Interagency Coordination. The incumbent will work closely with the Maryland
Department of Information Technology and the State’s Chief Data Officer on data
privacy, transparency, and governance initiatives
This role requires a strong
focus on collaboration with various stakeholders, including policy makers,
technical teams, external and internal partners, to promote a culture of
data-driven decision-making. The
CDO will be expected to articulate a clear vision for the use of data within
the MIA and, working with senior MIA leadership, to drive the organization
towards achieving its strategic goals through effective data management and
utilization.
This position requires a deep
understanding of data science, data management concepts, and the ability to
implement solutions that will address complex insurance issues. The CDO will also
be responsible for:
Providing
executive oversight, guidance, and coordination of data policies, governance,
and management throughout MIA units.
Overseeing
the management and strategic direction of data initiatives within the
organization.
Ensuring
that data is effectively utilized to enhance decision-making processes, improve
insurance regulation, and support the overall mission of the MIA.
Conducting
evaluations of existing data systems and analytics frameworks, ensuring that
they meet the evolving needs of the MIA.
Developing
and implementing data governance policies and practices that ensure data
integrity, security, and compliance with state/federal regulations.
Conduct
evaluations of data systems and analytics frameworks to ensure they meet
organizational needs.
Develops
recommendations for improving database design and data capture, documentation,
storage, and management mechanisms.
Leading
agency data policy development, establishing and executing governance, and
assists in the development of MIA Data strategy.
Leading
the Maryland State Governor-Directed Data Initiative task of assessing industry
standards regarding oversight and governance of data and digital content, and
ascertaining the applicability for MIA use.
Serving
as a technical expert in the planning, management, and execution of data and
digital content collections workflow/lifecycle management projects. Acts as an
expert on special projects, and advises management on issues.
Working
with staff to define, develop, implement and monitor plans for the lifecycle
management of digital content that is the responsibility of the business unit.
Works with staff and content providers to define and test efficient data
movement procedures, establish effective and robust operational processes, and
coordinate among stakeholders.
MINIMUM QUALIFICATIONS
A
bachelor’s degree from an accredited college or university in Data Science, Data
Analytics, Information Technology. Computer Science or a related field.
A
minimum of five (5) years of experience in data management, including at least
three (3) years of experience deploying enterprise-wide data governance
programs.
Certified Data Management Professional (CDMP), Data Governance
and Stewardship Professional (DGSP), Certified Information Management
Professional or other relevant certification.
DESIRED OR PREFERRED QUALIFICATIONS
An advanced degree in a
relevant field
Knowledge of Maryland State
government
Exposure to insurance
regulation
