Overview Chief of Staff, Human Resources at California State University, Office of the Chancellor. The CSU Chancellor's Office is the headquarters for the nation\'s largest and most diverse system of higher education.
Salary: $175,000 to $195,000 per year, commensurate with qualifications and experience. Work arrangements: flexibility to telecommute two days a week, with three days on-site at the main headquarters in Long Beach, California.
Classification: Administrator III. Position information: provide strategic and operational leadership for the Office of Human Resources Division, ensure effective coordination of Board of Trustees matters, budget development and oversight, strategic planning, and key administrative operations. The Chief of Staff ensures the VC/CHRO is prepared for BOT and executive-level engagements; leads budget development and monitoring; supports strategic planning and divisional goal alignment; and manages office operations to advance the VC/CHRO\'s priorities.
Responsibilities Board of Trustees Coordination (35%) – Serve as division coordinator for the Board of Trustees meetings; prepare BOT agenda items, scripts, presentations, and talking points for the VC/CHRO; ensure HR division submissions meet deadlines and align with systemwide priorities; track and follow up on Trustee issues and requests; collaborate with division leaders to prepare materials for Chancellor’s Senior Leadership Council (CSLC) and CABO meetings.
Budget Leadership and Oversight (30%) – Manage and coordinate the annual budget process for Systemwide HR; serve as principal advisor to the VC/CHRO on budget matters; review expenditures and ensure policy compliance; collaborate with division leadership, CO Budget Office, and systemwide finance staff; provide fiscal analysis for strategic initiatives.
Strategic Planning and Administrative Leadership (25%) – Support strategic priorities, facilitate development and monitoring of divisional goals and performance metrics; prepare reports and communications to support decision-making and external engagement; oversee office operations including staffing plans, policy compliance, and process improvement; represent the VC/CHRO in meetings and committees as delegated.
Special Projects and Other Duties (10%) – Lead or support special initiatives, provide research and recommendations on HR, workforce, and operational issues; perform other duties to support the VC/CHRO and division.
Qualifications Bachelor’s degree required; advanced degree in business administration, public administration, human resources, or related field preferred.
Minimum of 7 years of progressively responsible experience supporting senior executives in higher education, government, or comparable complex organizations; experience in human resources and/or higher education preferred.
Strong understanding of budget development, fiscal management, and policy compliance.
Experience coordinating Board or executive-level governance processes; proven ability to lead strategic planning and align organizational priorities.
Excellent written and oral communication skills; ability to prepare high-level executive materials; ability to handle confidential matters with discretion.
Strong interpersonal skills and ability to build relationships across diverse groups; proficiency with Microsoft Office and enterprise systems (e.g., PeopleSoft).
Ability to manage multiple complex projects under pressure and tight deadlines; sedentary work with occasional standing or walking; frequent reading and oral communication.
