Position Summary
The Legal Operations Manager supervises a team of paralegals responsible for multifamily loan and grant closings. They will be managing and distributing work, improving operational efficiency, enforcing internal controls, and coordinating projects across the legal department. They act as the main point of contact with cross-functional agency teams to ensure adequate paralegal staffing support and the implementation of technology enhancements. The Legal Operations Manager reports to the General Counsel.

The Legal Operations Manager is results-oriented and moves decision-making to the appropriate level to achieve results. MassHousing operates under a hybrid work model; therefore, employees are expected to work on-site according to a schedule determined in collaboration with their manager and based on the needs of the role. To support effective onboarding, new employees may be required to work in the office more frequently during their first 90 days.
Essential Functions
People Management
Supervise a team of paralegals ensuring team development and efficient execution of duties and responsibilities
Recruit, develop, and retain staff to ensure productivity and engagement
Engage in performance manager activities such as goal setting, performance evaluations, development planning, and continuous feedback to develop staff and achieve Agency goals
Provide coaching, counseling, and corrective action (when necessary) to staff
Foster a culture that reflects MassHousing’s mission and values
Project Management
Anticipate the needs of the legal department and General Counsel and propose solutions or manage processes on behalf of legal department
Help develop strategic plans and goals for the legal department, and monitor the department’s performance based on those goals, providing data-driven insight to legal leadership for decision-making
Lead a scope of projects relating to different aspects of legal services including establishing and managing project timelines and milestones to ensure legal projects are delivered on time
Monitor Legal’s commitments to other functions within the Agency to ensure they are properly resourced and executed
Technology & Process Optimization
Take a lead role in exploring and implementing technology designed to create efficiencies in the legal department, including automation of loan documents
Design and implement systems and processes to collect and analyze relevant Agency data, and tracking policies and legal contracts
Develop and maintain a knowledge management system to make it easy to consistently share legal resources
Manage and update the legal department’s policies and procedures
Security
Comply with MassHousing’s Information Security Program and all other Agency information security policies and procedures
Take responsibility for any Agency assets assigned to you
Promptly report any security events, incidents, or weaknesses to MassHousing’s Information Security Team
Minimum Qualifications
7+ years of project management or legal operations experience or related work experience in real estate or affordable housing
Experience leading a team
Proficiency in legal research methods, including familiarity with legal databases and resources
Understanding of legal ethics and the regulations governing paralegals
Eligibility to work in, and travel freely to and from, the United States without sponsorship
Preferred Qualifications
Bachelor’s degree in business administration
Office 365 experience
Salary Range: $103,312.74 - $134,306.46
